Everyone wants to point fingers at everyone else. From what I've read, there seems to be failures on a lot of levels. The Army Corps of Engineers needed more money for improvements, but wasn't given enough by the federal government. What little they did get wasn't matched by the state. The local officials took an attitude of "levees and dykes don't get us elected." It's disgraceful.
